O thesouro Provincial precisava ser reformado sem aumento de pessoal nem de despeza, era indispensável; porém, dar-lhe organização que o torna-se de expediente pronto para poder ter em todos os dias os seus papéis em ordem e negócios.Existia em 1867 na Província de São Paulo 49 Collectorias e 18 Barreiras.A Collectoria de Santos devia ser elevada a condição de Mesa de Rendas.A thesouraria de Fazenda era sujeita ao ministério da Fazenda e Tribunal do Thesouro Público Nacional.A presidencia da Provincia era apenas simples intermediária entre a mesma e aquelas autoridades supremas com séde no Rio de Janeiro.Era nesse ano uma repartição que funcionava morosamente e com inconvenientes para o serviço público.A sua divisa parecia ser:- a de errar e arrecadar.A arrecadação da Província de São Paulo no período de 1865 e 1866 foi 1.970:991$317 Réis, e despendeu a quantia de 1.417:951$348 Réis, houve movimentos de fundos para à receita no valor de 389:577$866 e para a despesa de 942:617$835 Rs., desta forma ficando assim balanceada a conta do exercício acima citado.(1865-1866).Esses foram os dados apresentados pela Thesouraria Provincial no Mandato de Joaquim Saldanha Marinho, que assumiu a presidencia da Provincia em 24 de outubro de 1867, e achou nos cofres públicos saldo de 49:728$515 Rs.

49 Collectorias and 18 other places called "Barriers" existed in the province in 1867.The Collectoria of Santos city should be elevated to another condition "Mesa de Rendas" that already was made necessary.Administration Treasury was subject to the Ministry of Finance and Treasure Publishes National Court and the president of the province was the only intermediary between these supreme authorities residing in Rio de Janeiro.That year 1867 was a breakdown that worked sluggishly and inconvenience to the public service, raise was not the problem but whitout missing spending was the main target.Values between revenue and costs were balanced however it was prudent to make administrative changes to ensure quality services in these important public offices.
